<p><strong>Theme: </strong>The Surprising World of Government Libraries: trends in survival and prospect of new services</p>
<p>The above IFLA Sections invite <strong>proposals for papers</strong> to be presented at a two-hour programme in the next IFLA <a href="http://conference.ifla.org/ifla78" target="_blank">General Conference</a> to be held on August 2012 in Helsinki, Finland.</p>
<p>Government Libraries are facing a transition period. Between some states looking for slash budgets due to the crisis and the ongoing revision of library services because of information technology’s advances, the role of librarians in this scenario must be addressed. This is a Call for Papers to solicit people to share their experiences and case studies that demonstrate how librarians can make a difference and <strong>manage complex situations within government structures</strong>, including the Executive, the Legislative and the Judiciary branches.</p>
<h2><strong>Subjects of interest include: </strong></h2>
<ul>
<li>How government libraries are surviving</li>
<li>How government libraries fare during and after disasters</li>
<li>The impact of government library closures</li>
<li>Government libraries transition to the digital world</li>
<li>The present state of Government Libraries in each country and the future prospect of user services</li>
<li>Government libraries surprising: still here</li>
<li>Relationship between open access and the public interest dimension on intellectual property law and policy in the digital age</li>
</ul>
<h2><strong> Proposals should include:</strong></h2>
<ul>
<li>Title of the presentation</li>
<li>Abstract of no more than 500 words</li>
<li>Name, e-mail address, position (title) of presenter(s)</li>
<li>Presenter(s) employed or affiliated institution</li>
<li>A brief biographical statement of no more than 50 words</li>
</ul>
<p>The selection of papers is based on the abstracts.</p>
<h2><strong>Important Dates and Timelines</strong></h2>
<p>Please email your proposals for papers before <strong>February 10, 2012</strong> to Guillermo García-Capcha via <a href="http://www.ifla.org/Descargas/ifla.governmentlibraries@gmail.com">ifla.governmentlibraries@gmail.com</a></p>
<p>The proposals will be evaluated and notification of acceptance/rejection will be sent by <strong>March 15, 2012</strong></p>
<p>The presenters selected for the program at the Helsinki conference will be asked to submit a formal paper (for inclusion on the IFLA conference website and the Sections’ websites) no later than <strong>May 30, 2012</strong></p>
<p>The session will be conducted in English. All proposals and presentations will be required to be in English. Final papers can be submitted in one of the <a href="http://www.ifla.org/en/language-policy" target="_blank">official IFLA working languages</a>. If the paper is in any of other official IFLA languages than English, an accompanying translation in English must be attached. All selected papers will be uploaded on the IFLA website.</p>

Objective(s) of the Interest Group:</p>
<p>• To monitor issues relating to government publishing and the availability of government information.<br />
• To provide a channel through which interested Canadian Library Association /Association canadienne des bibliothèques members can assist the Association to foster its mission statement and goals as they relate to government publications and information.<br />
• To provide a forum where library workers can learn from one another or from experts in the field and can participate in other activities aimed at improving access to government information.<br />
• The Access to Government Information Interest Group is also proud to sponsor the Olga B. Bishop Award.</p>

			<content:encoded><![CDATA[<p>I would like to update you on three AGIIG conference activities at CLA 2010, June 2-5 in Edmonton, AB. <a href="http://www.cla.ca/conference/2010/">http://www.cla.ca/conference/2010/</a></p>
<p>A difference from previous years is that we will attempt a meeting prior to the CLA Interest Group Breakfast meeting.  We never have enough time at the breakfast meeting, to get through issues., such as the DSP committee minutes see <a href="http://dsp-psd.pwgsc.gc.ca/news-nouvelles/2009-11-16-e.html">http://dsp-psd.pwgsc.gc.ca/news-nouvelles/2009-11-16-e.html</a>.  As well, we should discuss CLA’s announcement about changes to the association, at:</p>

<li>Thursday June 3, 7:00 am to 8:00 am – AGIIG Interest Group Meeting – roundtable discussion  moderated by the Co-conveners to identify issues and actions to carry forward to the Interest Group Breakfast meeting.   Issues for possible discussion:  liaison with other CLA committees and interest groups, the Olga B Bishop Award (an AGIIG award not awarded for a number of years), 2010-2011 AGIIG activities, Infodep-l emails that alert us to the disappearance of federal publications.</li>

<p>Caron and I, your co-convenors, would like to know what you think our interest group should put forward as a program proposal for the CLA conference in Edmonton. </p>
<p>If you have any thoughts as to what topics would be good to have discussed or you have an idea for a program related to government documents or access to government information, please let us know.  If you like, you can send it to the list or you can send it to Caron and myself by Wed., Sept. 16 so we can get the proposal together.  Our contact information is below.</p>

<p>The AGIIG meeing at the CLA Interest Groups Breakfast Meeting at the CLA 2009 was helf from 7:30-9:00 am  on Sunday May 31, at the Palais des congrès de Montréal, Rooms 513 a – e. </p>
<p>The meeting was attended by current members of AGIIC as well as new CLA members interested in joining, about a dozen people.  The business meeting was held in a large meeting room, as in past years, with tables set up for each interest group. The new CLA Executive Director, the Treasurer and the Councilors made the rounds, stopping at each IG table to meet members and hear concerns.  </p>
<p>Discussion at the meeting also concerned CLA&#8217;s members on the DSP Advisory Committee, and how to set up liasion by AGIIC with the CLA representatives.  We  asked that the Executive provide us with CLA&#8217;s representatives on the DSP Advisory Committee, as we would like to contact these reps.</p>
<p>Kevin Manual asked for volunters for the positions of Convenor and Co-Convenor.  Caron Rollins and Doug Kariel stepped forward, and those present had no objections.</p>
<p>Elizabeth Sanders and Barry Wood  from Publishing &amp; Depository Services attended to answer questions about the new DSP agreement.  Thank-you for attending!  Key points: </p>
<p>1. The new DSP agreement must be signed  (two signed copies!) and returned by July1, 2009. Reminders will be sent out on INFODEP, by Graham Campbell of DSP.   If the DSP does not receive the copies one warning will be sent.  If no response by Sept.1, the library&#8217;s DSP status will be cancelled.</p>
<p>2. DSP service standards will be posted to the DSP website.</p>
<p>3. The annual report requirement was dropped from the agreement, instead section 4.1.i asks for libraries to &#8220;provide, PDS, once a year, with feedback: . AGIIG members are interested in  sharing templates for this feedback. </p>
<p>4. Continue, please, to report fugitive epubs to DSP.</p>
<p>5. DSP has applied to the Treasury Board for an excemption from the CLF2 xhtml requirement for all epubs.  Pdf formats are preferred.  AGIIG members also forwarded their concerns on this requirment to the meeting. AGIIC will follow-up.</p>
<p>6. The DSP conducted a number of site visits about the new agreement, to selected despository libraries.  Those present felt that more information about these visits could have been shared on INFODEP.</p>
<p>Communication with AGIIC members was another topic of our meeting dicussion.  Currently there are over 70 CLA members who also AGIIC members.  Some, but not all, subsribe to the AGIIC listserve (for instructions on joining this listserve, see our <a href="http://www.cla.ca/AM/Template.cfm?Section=Access_to_Government_Information">Committtee page</a> on the CLA website ).  Others are members of GOVINF-L and / or INFODEP (the DSP listserve) and APLIC (Legislative libraries).  Volunteers stepped forward to post to GOVINFO-L notices from INFODEP and APLIC.</p>
<p> Later that morning, the CLA Treasurer held an &#8220;Interest Group Information Meeting&#8221; for convenors (Caron attended).  Discussion focused on a new CLA Task Force set up to review the Interest Group guidelines (available on the CLA website).  Volunters were asked for the Task Force.</p>
